An open-access framework (Sustainability 2022, 14(21), 14525) addressing an oversight in SDG11: sustainable cities and communities does not currently address urban illumination and its impact. Research of the last twenty years shows artificial light at night (ALAN) can harm human health and well-being and the whole environment, including flora and fauna. The paper offers a new environment-centred design framework with four iterative phases and a four-level pyramid model of principles, processes, practices and tools for planners, architects and landscape designers.
